The City of York Council is set to appoint a new chief executive following the retirement announcement of Ian Floyd.

City of York Council’s Chief Operating Officer and Head of Paid Service, Ian Floyd, announced his retirement on Easter 2026 after serving the city for more than 17 years. His retirement marks the end of an era for the council, as Ian has played a significant role in shaping the city’s recent history.

Since taking on the role of Chief Operating Officer in 2020, Ian has spearheaded numerous transformative projects and steered the council through challenging times. His leadership was crucial in successfully navigating the COVID-19 pandemic, maintaining a balanced financial position despite national funding pressures, and overseeing the adoption of York’s first Local Plan in over 70 years. He also played a key role in securing an ‘Outstanding’ Ofsted rating for Children’s Services in 2024, as well as establishing the York and North Yorkshire Combined Authority, the York Central development, and the completion of the York Community Stadium.

With Ian’s retirement on the horizon, recruitment for a new Chief Executive will begin in the coming weeks. The decision was approved at the Staffing Matters and Urgency Committee earlier this month. The new Chief Executive will not only take on the role of Head of Paid Service but also lead the organization into its next chapter. They will work closely with elected members, partners, and communities to deliver on the Council Plan and York’s long-term ambitions.

City of York Council’s Leader, Claire Douglas, paid tribute to Ian, saying, “Ian has dedicated the last 17 years of his working life to York, including as Head of Paid Service since 2019. He has provided calm, consistent and visionary leadership through periods of uncertainty and change. His commitment to public service, his support for staff, and his passion for the city have made a lasting impact. I thank him sincerely for his dedication and service.”

In response to his retirement, Ian Floyd stated, “It has been a privilege to serve City of York Council and to work alongside so many talented and committed colleagues to deliver lasting improvements for the city. From the adoption of our first Local Plan in decades, to the launch of the Combined Authority and the transformation of services for children and families, I’m incredibly proud of what we’ve achieved together. This decision is a personal one, and I’m making the announcement now to allow for a smooth transition.”

The recruitment process for a new Chief Executive is expected to be completed by the end of this year, with a planned start date in spring 2026. Further details will be announced on the council’s website in the upcoming months.
