The Autonomous Bougainville Government (ABG) has partnered with global leader in digital public infrastructure and public financial management solutions, FreeBalance, to implement a modern, integrated financial management system. The strategic initiative aims to support the ABG’s digital transformation agenda and promote fiscal transparency, accountability, and inclusive development.
The partnership was announced on Monday 21 July, 2025, by FreeBalance in Ottawa, Canada. The three-year partnership aligns with the ABG’s broader public financial management reform strategy and will focus on building long-term institutional capacity, improving budget transparency, streamlining treasury operations, and strengthening the link between policy and performance.
According to ABG Chief Secretary Mr. Keanearth Nanei, this partnership marks the beginning of a transformational journey in Bougainville’s financial management architecture. He stated, “It is not a destination but a gateway to more transparent, efficient, and accountable government.”
With over 40 years of experience working exclusively with governments in more than 30 countries, FreeBalance will bring its expertise to support the ABG’s reform initiatives. Implementation in Bougainville will follow FreeBalance’s proven ‘glocal’ model, with a team of local experts leading day-to-day collaboration with the government, supported by regional and global specialists to ensure sustainability and lasting results.
