Katie Clemence-Jackson Assumes Role as Chief Executive Officer of UK Net Zero Carbon Buildings Standard

Katie Clemence-Jackson has been named as the new Chief Executive Officer of Net Zero Carbon Buildings Standard Limited, the company responsible for owning and managing the groundbreaking Buildings Standard.

The Standard, a collaborative effort backed by industry leaders including BBP, BRE, Carbon Trust, CIBSE, IStructE, LETI, RIBA, RICS and the UKGBC, sets a definition for Net Zero Carbon Buildings across various sectors and building types within the UK real estate industry.

After the Pilot Version of the Standard was released in September 2024, over 200 projects have been involved in a testing program to apply the rule book to real-world design, construction, and operation challenges.

In May 2025, an open tender and PQQ were issued to appoint a Verification Administrator for building owners and occupiers to confirm their compliance with the Standard, once Version 1 is published at the end of this year.

David Partridge, Chair of the Governance Board for the Standard, shared, “It is crucial that we establish a strong and sustainable structure to drive the Standard forward after the release of Version 1 later this year. This has been a groundbreaking collaboration between various members of the UK real estate industry over the past three years.”

The not-for-profit company NZCBS Ltd was formed by the Standard’s Founding Members to own and manage the verification process, as well as update the Standard and release future versions. Clemence-Jackson’s appointment as CEO is a significant step in securing the future of the Standard.

Clemence-Jackson, a CIBSE member and Chair of CIBSE’s Sustainability Special Interest Group, has been involved with the Standard for several years. She previously chaired the Technical Steering Group, which oversaw the release of the Pilot Version last year.

“I am deeply passionate about providing meaningful and measurable decarbonization in the UK built environment sector,” Clemence-Jackson stated. “Having been involved with the Standard’s Technical Steering Group, I have witnessed the incredible contributions from technical specialists and industry experts. In my new role as CEO, I look forward to leading the Standard’s groundbreaking trajectory and establishing strong connections to continue making a significant impact across the country.”
