Royal Mail’s upcoming reform of its Universal Service Obligation (USO) is set to take effect on 28 July 2025, and will have a significant impact on businesses and consumers across the UK. The reform, which will see Second Class letter deliveries reduced to just three days a week and Saturday deliveries scrapped, has raised concerns about the timely and compliant delivery of customer communications.
In response to this, Micom, the UK’s leading multi-channel communication platform, is urging organisations to adapt now with intelligent digital and hybrid mail solutions. According to Micom CEO Andy Barber, this reform serves as a “wake-up call” for businesses to prioritize faster and trackable communications.
Barber explains, “Waiting four or five days for a letter to arrive is no longer acceptable for critical messages like bank statements, legal notices, or healthcare letters. Customers and regulators demand faster, trackable communications. Micom’s platform ensures every message reaches its destination on time – blending secure digital delivery with automated postal fallback when needed.”
The Ofcom-approved reform comes at a time when letter volumes have seen a significant decline of 60% over the past decade. With 63% of UK mail generated by regulated sectors, the risk of delayed or non-compliant communications is growing. This could have serious consequences for businesses relying solely on traditional post, including operational challenges, compliance issues, and rising costs.
To address these concerns, Micom offers a Customer Communications Management (CCM) platform that enables organisations to maintain compliance and resilience by combining digital and physical channels. Some key features of the platform include secure digital delivery through encrypted, trackable portals and emails, automated mail fallback options for when digital delivery fails, and compliance-ready workflows that provide proof of access, audit trails, and SLA monitoring.
Micom has also published an in-depth report, “Royal Mail’s Postal Reform Explained: What It Means for Regulated Industries in 2025,” which provides a comprehensive analysis of the impact of the reform on industries such as financial services, healthcare, utilities, and the public sector. The report also offers actionable strategies for these industries to adapt to the changes.
