WorldRiskReport 2025 Reveals Devastating Impact of Flooding in Low-Income Countries
Berlin/Bochum, September 24, 2025 – The latest WorldRiskReport, co-authored by Bündnis Entwicklung Hilft and the Institute for International Law of Peace and Armed Conflict at Ruhr University Bochum, focuses on the global impact of flooding. According to the report, between 2000 and 2019, over 1.6 billion people were affected by floods, resulting in economic damages exceeding $650 billion, particularly in low-income countries.
The report highlights the need for a holistic approach to flood prevention, analyzing the issue from four key perspectives: political, technological, social, and ecological. Dr. Ilona Auer Frege, Managing Director of Bündnis Entwicklung Hilft, stresses the importance of proactive measures: “Every euro spent on prevention saves many times that amount in aid and reconstruction. Instead of reacting, we must act preventively.”
For the first time, the report presents a world map of global flood risk, revealing the devastating consequences of inadequate preparedness, even in highly developed countries. In addition, the report provides a province-level analysis of flood exposure in the Philippines, shedding light on local risk hotspots and emphasizing the importance of local risk assessments.
The Philippines tops the risk rankings in the report’s WorldRiskIndex, which assesses the disaster risk of all 193 UN member states. The top 10 countries with the highest risk in 2025 are the Philippines, India, Indonesia, Colombia, Mexico, Myanmar, Mozambique, Russian Federation, China, and Pakistan.
